Phetmano Phannavong, PE, PMP, CFM is a program manager with over 20 years of federal, state, and local flood resilience policy. He established the DC flood risk management program to enhance its implementation of the National Flood Insurance Program (NFIP) and buidling flood resilience in a changing climate. He has been providing technical, program and policy support to FEMA and other federal agencies, including the implementation of the White House’s National Initiative to Advance Building Codes (NIABC). His accomplishments include building sustainable and resilient communities through integrated planning and strong partnerships among stakeholders and all levels of government.
